Ivan Kwok, Principal Advisor at the New Zealand Treasury, discusses the complexities of policy-making in today’s environment on day two of the three-day ForesightNZ workshop in Wellington on 27–29 April.

Ivan’s work focuses on the natural resources sector, specifically trying to find solutions to New Zealand’s water issues. Throughout his discussion, Ivan brought together many of the ideas that ForesightNZ participants had heard over the first two days of the workshop. He argued that ‘this information is siloed; you won’t see the complexities and the interrelationships between those topics and how they each impinge on each other.’
Ivan highlights that trying to devise policy in today’s environment for tomorrow is extremely difficult – the environment and society are changing quickly and uncertainty is becoming increasingly prevalent. Thus, Ivan asserts that it is important that groups such as the ForesightNZ participants get together, because ‘your voices can call for change, they can show that there is an appetite for change out there, which will help politicians to make some of those brave decisions.’ Therefore, we need to invest in the future, be ready for change and be willing to have the debate.
ForesightNZ playing cards
Ivan’s presentation led to the development of the ForesightNZ Trend Card: River pollution in NZ. This card is one out of a pack of 64 that was developed at the ForesightNZ workshop. Participants created a robust foresight tool in the form of a pack of cards based on the events and trends that they believe could significantly shape New Zealand’s long-term future. They then designed three different games to play with the pack. The games aim to develop a deeper understanding of the possible futures that might occur if a small number of those cards played out in real life. The pack of cards are in the final stage of production and will soon be made available to download, print and cut your own. They are also available to purchase from our online store.
